GarandPLG 06a439ff88 Move ZoomLevel into skirmish_states 
Introduce Structure and Unit traits with enum wrappers.
Replace old zoom helper with ZoomLevel methods.
Update imports, BoardState, CellWidget, and CLI to use new locations.
