Update lockfile, enable Prism Launcher bump Helium

- Refresh flake.lock with newer revisions and hashes
- Enable Prism Launcher in Garand‑Desktop home modules
- Bump Helium AppImage to version 0.18.3.1
- Comment out noctalia homeModules import in core user config
- Add `checkConfig = true` for Noctalia program settings
